01 Background
Digital transformation has become a strategic priority for Liaoning Mobile to improve operational capabilities, while intelligent IT Operations serves as the strategic pillar for this transformation. To improve IT O&M efficiency, respond to IT Application Innovation (ITAI) as well as strengthen and compliance, Liaoning Mobile focused on three key initiatives.
Domestic Technology Compatibility
The centralized content network IT O&M platform was upgraded with domestic compatibility, enabling support for domestic operating systems and improving platform stability and compatibility.
Enhancing Intranet Deployment Capabilities
The internet-based IT O&M visualization platform was extended to support internal network deployment, enabling digital dashboard development and visualization while ensuring both data visibility and security.
Enhanced Security
Security capabilities were strengthened through Log Auditing, Chinese cryptographic algorithms, HTTPS encryption, and single sign-on (SSO), establishing a more secure platform that meets security compliance and cybersecurity assessment requirements.
02 A Full-Stack Solution Built on Centralization, Domestic Technology Compatibility, and Intelligence
Liaoning Mobile partnered with CanWay to build an intelligent IT operations platform. Centered on a strategy of centralized platform foundation, domestic technology compatibility, and intelligent IT operations, the project delivered a full-stack intelligent IT operations to an intelligent IT operations model.

(1)Construction of Four Core Capabilities of Centralized Base Platform
Built on the Canway BlueWhale PaaS Platform, the solution integrates configuration management, automation, unified monitoring, and flow orchestration, enabling centralized management of IT O&M capabilities.
Configuration Management Database (CMDB)
Business resource data is consolidated through automated collection and manual verification, enabling dynamic management and unified visualization of IT assets while eliminating fragmented resource information.
Automation Operations Center
It provides standardized operations templates covering service start-up and shutdown, file distribution, scheduled inspections, and other high-frequency scenarios, supporting batch execution and reducing repetitive manual work as well as improving IT O&M efficiency.
Unified Monitoring and Alerting
Established a standard full-stack monitoring framework covering key infrastructure metrics, including CPU, memory, and disk utilization. By integrating alerts from multi-vendor devices into a unified platform, the solution enables centralized alert ingestion, intelligent alert correlation, and priority-based notifications, significantly reducing incident detection time.
Flow Orchestration Engine
A visual flow orchestration tool supports sequential, parallel, and conditional logic. It standardizes core IT operations processes into automated workflows.
(2)Advancing Domestic Technology Compatibility and Conpliance
To meet Domestic substitution strategies and security compliance, the platform was upgraded with enhanced Domestic support and security capabilities, ensuring both technology independence and compliant operations.
Full-Stack Domestic Compatibility
The platform was migrated to domestic operating systems, supporting Kylin, UOS, openEuler, and Anolis OS. Agent programs were also upgraded for domestic compatibility, ensuring smooth migration of existing services.
Enhancing Security
The platform was upgraded to support Chinese cryptographic algorithms and HTTPS encryption. A dedicated Log Auditing module enables centralized log collection, storage, and reporting. Integration with the 4A authentication system provides single sign-on and unified permission management, further strengthening platform security.
Enhancing Intranet Deployment Capabilities
The platform’s internal deployment capability was expanded to support digital dashboard development and visualization while ensuring secure sharing of IT O&M data.
(3) Intelligent Applications
Building on the unified platform, Liaoning Mobile and Canway Bluewhale further enhanced its intelligent IT Operation and management capabilities through intelligent applications.
Automated Fault Recovery
Standardized fault-handling procedures were established and combined with AI algorithms to automatically identify, classify, and resolve alerts, reducing manual intervention and accelerating service recovery.
Digitalized IT Operations Center
The center provides rich visualization components to display IT O&M and business data in real time, enabling managers to monitor operational status more effectively.
Intelligent Scheduling
Based on real-time business traffic and device workload, intelligent scheduling dynamically allocates resources to improve utilization and ensure stable operation of critical services.
03 Results: Improved Efficiency, Security, and Business Value
Following the implementation, Liaoning Mobile achieved significant improvements in IT O&M efficiency, security compliance, and business support capabilities.
(1) Improved Efficiency
With more than 30 standardized automation workflows, the platform has executed over 2 million automated tasks, covering high-frequency scenarios such as capacity expansion and patch deployment. Manual operations were reduced by 80%, while IT O&M efficiency increased by 60%.
By continuously monitoring the full-stack infrastructure and business services, and applying AI-powered multi-source alert correlation, the solution reduced false positives by 70% and shortened the Mean Time to Resolution (MTTR) from hours to just 30 minutes.



(2) Resource Optimization
A unified CMDB was established to manage more than 1,700 hosts and over 20 business systems, enabling lifecycle management of IT resources, improving resource utilization, and reducing infrastructure costs.
By combining configuration data with monitoring metrics, Root Cause Analysis (RCA) enables rapid fault identification, increasing IT O&M efficiency by 30% and reducing troubleshooting time by 72%.

(3) Intelligent Decision Support IT O&M and business data were integrated to provide real-time visualization of key metrics through digital dashboards. Customized dashboards can be configured in as little as five minutes.
By leveraging digital twin technology to simulate network changes before implementation, the time required for new service releases was reduced by 50%, improving both business continuity and decision-making efficiency.


(4) Security and Compliance
The platform completed full-stack domestic adaptation supporting technology ecosystems including Kunpeng processors and BC-Linux, enabling full technology independence and control.
A comprehensive security framework was also established, covering Log Auditing, Chinese cryptographic encryption, fine-grained access control, and operation auditing, achieving zero high- and medium-risk vulnerabilities.
(5) Continuous Evolution
The platform adopts a modular, loosely coupled architecture, allowing core components to be upgraded and expanded independently to support evolving business requirements.
More than 200 standard APIs and a development platform have supported over 10 internal innovation projects, increasing tool iteration efficiency by three times.
04 Conclusion and Outlook
The implementation of intelligent IT Operations has enabled Liaoning Mobile to transform from manual to intelligent IT O&M, from decentralized management to unified operations, and from compliance-driven operations to technology independence and self-control. It has established an integrated IT O&M system built on centralization, domestic technology compatibility, substitution, and intelligence, providing a solid foundation for stable business operations and continuous innovation.
Moving forward, Liaoning Mobile will continue working with CanWay BlueWhale to further enhance the Integrated Intelligent IT Operations System to support long-term digital transformation.
